Management Team
Harold WORRALL, Chairman
Harold has more than 35 years of experience in transportation. His career ranges across engineering, finance, computer systems and toll operations. From 1992 until 2004 he served as the Executive Director of the Orlando-Orange County Expressway Authority. He has also served as a consultant to various Departments of Transportation in the U.S. and Canada rising to the position of Vice President.
Harold previously served at the Deputy Secretary and Deputy Commissioner levels in three Departments of Transportation, Virginia, Utah and Florida. In addition he has association memberships, university tenure and has been a published author of numerous articles and a book.
Harold is a past President of International Bridge, Tunnel and Turnpike Association (IBTTA) and Past Chair of the Board of Intelligent Transportation Systems of America (ITS America). He teaches Transportation Policy at the University of Central Florida and published at the AASHTO Transportation Executive Institute at the University of Virginia. His book "A System at Risk: Transportation Economics in the U.S." is in publication.
Chris GIRARDEAU, CEO
Since 2000, Chris has been involved in a few turnaround situations for Technology companies. His field of expertise covered network QoS, IPTV, wireless, ultrasonic and utility metering. Before being in charge of the development of Citilog, he was CEO of QOSMETRICS (http://qoe.symmetricom.com/ ) which was then acquired by SYMMETRICOM (http://www.symmetricom.com/ San Jose, California), a leader in system GPS and Time protocol.
Before 2000, Chris spun-off a security technology company out of THALES in the area of Virtual Private Network (VPN) and Public Key Infrastructure (PKI), thus creating one of the first French players back in 1997.
In the early 90s, Chris was a partner at THALES VENTURE, the corporate venture firm of THALES. He has been involved in IPOs in France and the USA, as well as in turnaround and corporate development situations. He was a member of the Industry Liaison programs of MIT (Boston, USA), ONERA (Fr), FRAUNHOFFER GESELLSCHAFT (Ger) and FEL-TNO (NL).
Before that, Chris was involved in engineering, marketing and international sales. Chris earned an MBA from the WHARTON school in Philadelphia (PA, USA) and graduated from Ecole Nationale Supérieure des Techniques Avancées, with a MS in Computer Science and Ocean Engineering in Paris (France).
Marie-Annick CROIZE-DESLANDES, Public Relations, France
Since August 2007, Marie-Annick is in charge of Citilog communications. She is a recognized journalist. She worked at
Nova-Magazine and
Psychologies Magazine in order to boost those magazines from 1997 to 2006. Before that, during 3 years at
France 2 television, Marie-Annick was key to their success working with Michel Drucker and also previously worked 6 years at the Journal du Dimanche from 1989 to 1994.
From 1979 to 1989 she spent more than 10 years at
Europe 1 radio as a journalist and she had the opportunity to work with Etienne Mougeotte, Ivan Levai, Philippe Gildas, Pierre Lescure, Gérard Carreyrou, Catherine Nay et Jean-Pierre Elkabach.
Marie-Annick is also teaching Press and Media techniques at the at ISCOM and WELLER schools.
Rafael LARIN, Public Relations, USA
Rafael Larin founded Emissary Communications, Inc. in 1999. The company is focused on providing full strategic public relations services exclusively to technology companies. Working with start-ups to publicly traded companies, Rafael has created and implemented dozens of successful strategic public relations plans, crisis communications plans and other PR and marketing campaigns in support of company launches, product launches, market education and re-positioning and more. Through solid media relations skills, he has placed his clients in every type of media outlet including print, broadcast and online. He has written thousands of communications-related documents, such as corporate and industry backgrounders, news releases, fact sheets, Q&As, advertisements, newsletters, white papers, abstracts and articles, presentations, web content and more. In addition, Rafael helps clients in managing marketing communications efforts including, management of advertising processes from research and message creation to placement, trade show management, email campaigns, product data sheets, website planning and strategy, other collateral development, and other marketing communications functions.
Prior to founding Emissary Communications, Rafael worked for a leading top five worldwide public relations agency, Manning, Selvage & Lee (MS&L). Previous to MS&L, Rafael worked at another top five global PR firm, Ketchum. He also has experience in sports-related marketing and PR. Rafael has a BA degree in Journalism and a Minor in Political Science from California State University, Northridge, where he graduated with honors. He also served a combined 10 years, with an honorable discharge, in the U.S. Air Force and the California Air National Guard as an operations resource manager and security police.
